Scope of Services
Phase I
Work with personnel from dewatering facilities to establish top performance in regards to throughput (GPM), cake solids (%), centrate quality (mg/L), capture (%), polymer dosages (pounds per dry ton), and other critical polymer performance perameters 6 months prior to polymer contract renewal date or expansion.
Phase II
Create a working document that outlines "Terms and Conditions" that the polymer trials will be evaluated. Select a minimum of three (3) basic manufacturers of cationic dry polymer to perform lab test to select one (1) cationic dry polymer for full-scale plant performance trial at dewatering facility. No mannich chemistry will be considered. Emulsion polymers may be tested.
Phase III
Write and obtain approval from plant manager for invitation letter to assign 1 day (8 hours only) to each vendor selected. Include in this invitation letter a copy of the "Terms and Conditions" and request that the person who will perform the actual full-scale plant trial sign and return to WEC before the lab testing date.
Phase IV
Confirm lab testing date from each vendor and be present to observe lab test method used, confirm that polymer selected will meet centrifuge dewatering parameters and collect an actual sample of each polymer selected from each vendor. Save lab polymer sample for future comparison with full-scale polymer. If selected as the winning vendor compare the lab and full-scale trial polymer sample against the future shipments.
Phase V
Write and obtain approval from plant manager for the date for the full scale plant evaluation of the lab approved polymer. In this letter, request a Certificate of Analysis (COA) document be submitted prior to the full scale evaluation. The full scale trial will begin at 0700am and end at 4:00pm. One (1) day is planned for each vendor and the same one (1) polymer.
Phase VI
Confirm date of full-scale evaluation with each vendor and request that all polymer be no charge for trial and vendor pays the freight charges to be delivered to dewatering facility. Confirm that "Terms and Conditions" letter and COA have been received prior to full-scale evaluation.
Phase VII
Be on-site the day before the vendor's one day evaluaiton date at each dewatering facility and record dewatering performance data, polymer make down procedures and train plant personnel what to observe during full-scale polymer evaluation.
Phase VIII
Witness each batch of polymer make down batches, record and verify all polymer data from trial container, collect all samples of polymer solution, feed, cake and centrate samples. Label all samples and create a chain of command to deliver to Water Dept/Water Treatment Plants/Water Resource Agency. Only two (2) approved personnel from each vendor will be allowed during polymer performance trials.
Phase IX
Collect data and provide copies to each plant personnel on full-scale polymer performance. Calculate critical performance criteria and submit qualifying documentation on each vendor and polymer evaluated.
Phase X
Submit documentation that confirms each vendors polymer performance and whether this product met or exceeded each dewatering facility minimum performance as to throughput, cake and centrate solids, capture and overall polymer performance.
